if matter flows into the pool of strange matter, why dont neutron stars pop inwards and become a strange neutron star itself?

I wonder if advanced interstellar civilizations would weaponize strange matter, such as modern terrestrial nations have weaponized the atom. The act of implementing such a weapon would probably lead to mutually assured destruction, just like the nuke.
